Sorry, then I don't really know what you are doing wrong. If it's the same deployment share, it's the same WinPE that you boot from. Does not matter if the offline media contains Win7 or Win XP. It's WinPE 3.0 (or 4.0 if using ADK 8.0) that you boot from, not the actual Windows SKU. When preparing the USB stick, there is no need in even creating or involving the ISO, just copy the the content of the Content folder to it. MDT generates the ISO from that folder, but you don't need the ISO. I am able to successfully create the bootable usb of windows 7 32/64 bit but unable to make windows xp bootable usb by performing the similar step. That is the only obstacle which i found while creating a bootable usb of windows xp. One more thing to clear you that when i use the same iso file on virtual machine i successfully create a VM with that XP iso.
